The understandings reached between Netanyahu and Kushner regarding the 15-point plan for Gaza respond directly to pressing political exigencies, including Israel's upcoming October elections and the US midterms. Under the current arrangement, Israel will maintain control over more than 50% of the Gaza territory it currently holds while halting offensive actions unless faced with immediate security threats.
