Millions Lose Food Assistance, SNAP Faces September Funding Deadline

Millions of Americans face severe food insecurity as funding and operational structures for the Supplemental Nutrition Assistance Program undergo massive federal changes this September. Roughly 5 million participants have already lost access to benefits nationwide since the passage of H.R. 1, which raised work requirement age limits and shifted administrative burdens to local governments.

Under the new legislation, able-bodied adults without dependents up to age 64 must now meet strict work thresholds, while family caregiver exemptions have also been tightened. Beginning October 1, states will be required to absorb 75 percent of program administrative costs alongside new penalties tied to error rates, triggering widespread concern from local officials.

"The declines we are seeing in SNAP participation so far are far deeper and far faster than the Congressional Budget Office predicted," said Dottie Rosenbaum, director of federal SNAP policy at the Center on Budget and Policy Priorities. "It is especially alarming that more than one and a half million children have been cut."

State food banks and community pantries report being entirely overwhelmed by the sudden surge in demand as individuals fall off the federal rolls. Executive Terri Shoemaker of the Arizona Food Bank Network noted that food banks cannot possibly replace the massive scale of federal nutrition assistance.

Lawmakers returning to Washington from recess face mounting pressure to pass a delay resolution before upcoming funding deadlines arrive. Without legislative intervention, states warning of billions in negative economic impacts argue they will struggle to keep assistance programs afloat.
