Turkey Faces Growing Black Sea Shipping Threat, Options Limited By Law

Escalating drone attacks between Russia and Ukraine in the Black Sea are increasingly striking Turkish-operated commercial vessels, raising economic pressures on Ankara. Due to international maritime law and strict adherence to the Montreux Convention, Turkey faces severe constraints in safeguarding its shipping interests without escalating the conflict.

Escalating Black Sea attacks by warring Russia and Ukraine are directly hitting Turkish commercial interests, exposing the strict limits of Ankara's ability to protect shipping. The ongoing maritime drone warfare has triggered soaring shipping costs and threatened critical trade routes essential to Turkey's national economy.

The Seafarers' Union of Turkey reported that July marked the deadliest month for regional seafarers, with 23 individuals killed across 35 separate vessel attacks. Recent incidents include strikes on Turkish-owned cargo ships near Chornomorsk port and Russian export terminals like Novorossiysk and Tuapse, leaving multiple crew members injured.

"We continue to monitor the security situation closely as commercial vessels face unprecedented dangers in contested regional waters," stated a maritime transportation official in Ankara.

Analysts note that Turkey's adherence to the Montreux Convention, which governs the passage of naval and civilian vessels through the Turkish Straits, leaves authorities with few legal tools. Deploying armed escorts into active combat zones risks entangling NATO member Turkey directly in the broader Russia-Ukraine war.

Turkish authorities are currently coordinating with international maritime bodies to reassess corridor safety protocols as regional port strikes persist. The Ministry of Foreign Affairs has issued updated navigation warnings to commercial operators navigating northern Black Sea sectors.
