Developments from firms like DeepSeek, Moonshot AI, and Alibaba demonstrate that Beijing has successfully cultivated a collaborative network capable of producing world-class capabilities. U.S. policymakers have traditionally evaluated these advancements as isolated company achievements rather than recognizing the broader structural transformation coordinated by state industrial strategies.
