Born on January 14, 1919, Rochester earned his bachelor's degree in electrical engineering from the Massachusetts Institute of Technology in 1941 before contributing significantly to radar technology and early computer research.

After joining IBM in 1948, Rochester co-designed the IBM 701, which stood as the company's first mass-produced scientific computer, alongside his colleague Jerrier Haddad. Furthermore, he engineered the first symbolic assembler, transforming how programmers wrote software by introducing readable commands rather than raw numbers or punch cards. His technical leadership extended to managing the 700 series of computers and supervising early pattern recognition studies.

Rochester transitioned his research focus into advanced electronics, directing studies in cryogenics and tunnel diode circuits during the 1960s before being named an IBM Fellow in 1967.
