The Eastern Time Zone represents the most populous region in the United States, covering parts or all of 23 states, eastern Canada, select Caribbean islands, and Mexico's Quintana Roo state. Most areas within this zone observe daylight saving time, alternating between standard time and daylight time according to federal regulations.
Historical shifts in boundaries have expanded the zone westward since the Interstate Commerce Commission took over time-zone management in 1938. Major adjustments included adding eastern and northern Kentucky counties in the 1940s, transitioning most of Kentucky in 1961, and shifting Wayne County, Tennessee, from Central to Eastern Time in the year 2000.
"Observation of daylight saving time starts on the second Sunday in March, creating a 23-hour day before returning to standard time on the first Sunday in November," according to federal time-zone documentation.
Legislative efforts to alter these patterns have surfaced in recent years, such as Florida passing a bill in 2019 requesting year-round daylight saving time from Congress. Similar legislative initiatives were proposed in Canada's Ontario province, though implementation remains dependent on neighboring jurisdictions reaching a collective agreement.
Territories like Quintana Roo in Mexico and select Caribbean islands maintain distinct schedules by choosing not to observe daylight saving time or by permanently utilizing standard time formats to align with regional tourism and business needs.
